Step 6: Locate analyses of the bill

What are bill analyses?

A bill analysis is a summary of the purpose, content, and effect of a proposed measure or amendment. It is prepared by professional committee consultants and other legislative staff. Analyses may include the purpose of the bill, background, fiscal impact, support and opposition. Look for analyses from multiple committees as well as floor analyses. The focus of the analysis may be different depending on the committee.
