The Governor of California is the head of the state's executive branch. Some of the documents produced by the governor's office, such as signing statements and veto messages, may be used for legislative intent purposes as they may demonstrate the intent of the legislature in enacting a particular statute. Other materials, such as proclamations or executive orders, are used to effectuate executive power.
